Installing an $800 downpipe is just as hard on your warranty as a $400 tuner that gets you twice the power gain and 5x the torque (and is easier to hide). The gains were pretty startling on an otherwise stock GR STI, peak horsepower jumping from 233-whp to 240-whp and peak torque jumping from 247.5-wtq to 280-wtq. Uppipe added only about 5 hp. I remember downpipe added about 7-10 hp/~15 lb-ft of torque. One of the magazine, I forgot which one it was, ran dyno on WRX about 3 months ago....
I personally think you should do both at the same time. Thats what I did.. That way all I have to do is spend one day tearing it apart for the FMIC and the down pipe. While it might add 10-20 hp to a T-25, the difference would be much greater if you were running stock exhaust with a 16G. Like cucumber says go with new exhaust. A test pipe will help but you will be a lot louder.
